Ron's Editor is an excellent CSV viewer, powerful and full of features, but the 1,000 row 'Save' restriction means it can only edit relatively small files.

This is a flexible solution that can open CSV files and edit them. it includes a lot of features like the ability to modify files on a remote server, via FTP connection, but also on local HDD. Out third choice is going to be a CSV editor written in Java and called, how else, Java csveditor :). It does some basic operations like pack rows, pack columns, row insertion before and after, column insertion before and after, delimiters selection. You can also customize the font you want to use.
